R.A.H. Goodfellow, Ph.D., APD

Dr. Reginald Goodfellow was born and raised near London, England. He has over 30 years of consulting and practical experience in the areas of compensation, classification and pay, selection and placement, examination development and evaluation, organizational development and general strategic management issues. He has directed and managed human resource projects throughout the United States; provided expert witness services in many court cases; published over 70 papers and technical reports, and lectured internationally on employment discrimination and other human resource issues.

  • Senior Consultant in human resource and organizational issues for a major consulting group.
  • Internal organizational consultant in a major Midwestern steel company.
  • Responsible line and staff positions in a major world bank including branch management, inspection and auditing, business development and human resources.

Experience Highlights:

  • Led a statewide job analysis study on firefighters that resulted in the development of a selection process that included standardized interviews and a content- valid physical performance test.
  • Project Director for a three-year statewide study of the K-12 teacher position. Extensive job analysis resulted in a selection process that included supplemental application forms and standardized interview processes.
  • Developed the first Affirmative Action plan strategy to be used by K-12 educational institutions in California.
  • Developed a method of categorizing recreation sites and attitude scales to measure recreation site user preferences and a method by which the two could be linked for recreational planning purposes.
  • Evaluated the validity of the national licensing examination for registered nurses.
  • Evaluated the validity of the replacement examination.
  • Used cluster analysis to develop a wildlife guiding strategy to be used in a management information system for land and resource management purposes in the Western Sierra wildlife habitat.
  • Led a study to assess the workflow and develop staffing standards for the Licensing Division of the Contractors State License Board, State of California.
  • Assisted in the development of an inventory of the State of California's land holdings for the Governor's Office of Planning and Research, Sacramento, CA.
  • Developed a strategic plan for the Department of Boating and Waterways, State of California, Resources agency.
  • In the steel industry, developed selection tests for entry-level workers, apprentices and foremen. Evaluated and developed training programs. Conducted attitude surveys and organizational development studies.
  • Project Director for over fifty compensation studies in the private and public sectors, including job description development; classification and allocation; salary surveys and salary structure development.
  • Developed and implemented point-factor job evaluation systems in the public and private sectors.
  • Developed and delivered numerous training programs.
  • Acts as an executive coach for senior level managers.
  • Performed evaluations to assist in outplacement counseling for high level executives.
  • Performed numerous organizational development studies for private, public and not-for-profit organizations.
  • Acted as an expert consultant and/or witness in over 65 cases involving human resource issues such as sexual harassment, wrongful termination, discrimination, equal pay act violations, age discrimination and organizational policies and procedures.
