Hazel Payne, MS, CCP, SPHR

Hazel Payne has over twenty years of experience managing, developing and implementing human resource and classification/compensation programs for organizations in the private, public and nonprofit sectors.  She has also managed a diversity of projects for a variety of organizations, with emphasis in the public sector.

Experience Highlights:

• As owner and principal consultant of HAP Consulting Services, a woman-owned sole proprietorship, Ms. Payne works with a group of seasoned consultants providing compensation and performance management services as well as general human resources support.  The primary goal of HAP is to provide excellent senior and professional-level services at competitive rates.  
• Ms. Payne is currently providing project management and compensation services for the San Francisco County Transportation Authority and has completed compensation projects for the California State Judicial Council, County of Marin and the Private Industry Council.  She also has extensive insurance and health care experience with organizations such as Kaiser Permanente, Blue Shield of California and California State Automobile Association, as well as fraternal organizations which include the Grand Lodge of Free and Accepted Masons.
• Ms. Payne’s teaching experience includes in-class compensation courses at U.C. Berkeley Extension’s Business & Management Department and Golden Gate University as well as online undergraduate and graduate courses at Golden Gate University.  As a lecturer at San Francisco State University, Ms. Payne has taught several courses in the Psychology Department, including Testing and Measurement and Industrial/ Organizational Psychology.  Ms. Payne is also a professional speaker with a variety of professional organizations such as the California Human Resources Management Institute and the Tri-Valley Human Resources Association. 

Education:

• Master’s degree in Industrial/Organizational Psychology from California State University, San Francisco with emphasis in research and statistics
• Bachelor’s degree (with honors) in Psychology from California State University, San Francisco
